I don't know why the BBC report is treating this like it's a big secret. Horses from Britain AND Ireland AND Northern Ireland end up in Continental slaughter houses all the time. Some of the numbers are here:

I'm not defending this at all, but I think reporters should approach this issue with facts rather than emotion, which would make a far stronger case for ending slaughter. Horse meat in France is pitched as "healthy" lean-meat alternative, and if the facts on the medical treatment of most of the animals in the food chain were better documented, the demand would fall even faster than it already is falling.
what about the poor cows slaughtered every day? They count too.
